It does not establish that Schedule pricing is always the lowest available. Open-market purchases require price reasonableness support under the applicable procedure.
  • Competition: Schedule purchases follow applicable Schedule ordering and competition procedures. Contract-holder status alone does not justify selecting one supplier without required consideration of alternatives. Open-market competition follows the rules for the chosen acquisition method.
  • Documentation: Schedule orders can draw on existing contract information, but you still document scope, selection, pricing considerations, and required approvals. Open-market files support the solicitation, evaluation, and award decisions required for that purchase.
  • Ordering: Schedule catalog and quotation channels can support covered purchases. Open-market ordering uses the appropriate solicitation or purchasing process. A Government Purchase Card (P-Card) is a payment method, not proof of contract coverage or purchasing authority.
  • Fulfillment: Schedule terms provide a delivery framework; open-market delivery requirements must be established through the purchasing arrangement. In either case, confirm quantities, lead times, receiving locations, and any special handling before committing.

How to Verify a Vendor Is a GSA MAS Contract Holder

Verify both the supplier’s current status and coverage of your requirement before purchase. Use this checklist:

  • Confirm official records: Search GSA eLibrary by supplier name or contract number; use GSA Advantage to review relevant listed offerings.
  • Review contract information: Match the contracting entity, contract number, current period, and applicable contract documents. Resolve discrepancies rather than relying only on a supplier’s website.
  • Check scope and SINs: Compare the requirement with awarded SINs, contract descriptions, and applicable offerings.
  • Verify individual line items: Confirm the specific model, configuration, quantity, or service is covered. Ask for clear identification of any open-market items; do not treat them as Schedule items.
  • Maintain documentation: Retain appropriate status and scope checks, quotations, selection and pricing support, approvals, and order records under your agency’s procedures.

Operational supply purchases need item-level verification, even when the supplier holds a Schedule contract. A fleet team sourcing automotive and fleet maintenance supplies should define specifications, quantities, and required delivery dates before requesting contract-coverage confirmation.

For shop equipment, identify compatibility requirements when researching power tools and accessories. If you specify Milwaukee brand products, verify the exact item and support any brand-specific requirement through applicable agency procedures.

Facilities staff evaluating cleaning and facility maintenance supplies should confirm packaging, units of measure, and site requirements.
