NYC Procurement Without PASSPort: Search, Quote & Prepare

Lacking PASSPort access does not mean preparation work stops. If you are waiting for provisioning or supporting a purchase without being the PASSPort user of record, you can still research products, verify specifications, and prepare a clean order package.

GoVets supports that preparation through direct account registration and quote requests. You must still follow agency purchasing approvals and PASSPort requirements wherever they apply. A saved cart or supplier quote does not authorize spending or replace your agency's required purchasing process.

Step 1: Register with your NYC agency email

Register directly on GoVets using your official NYC agency email, not a personal email. Select “New York City Agency Employee” when registering. Use accurate agency and contact information so quotes and carts are tied to your agency.

Your GoVets account and your PASSPort access serve different purposes. Registering on GoVets does not provision PASSPort access or give you purchasing authority. Continue coordinating access and purchasing responsibilities with your agency's procurement office.

For background on GoVets itself, the capability statement summarizes its institutional procurement capabilities. Share it with colleagues who need supplier background for their review.

Step 2: Search by part number, product type, and specifications

Start with the manufacturer name and manufacturer part number (MPN) when you know the exact item. If you do not, search by product type and the specifications that determine fit, such as dimensions, material, capacity, or compatibility with existing equipment.

Use these categories as research starting points:

  • Fleet Maintenance: research needs relevant to GoVets' NYC contract for Fleet Maintenance Equipment & Supplies, RC #4387223.
  • Power Tools: research needs relevant to GoVets' NYC contract for Power Tools & Accessories, RC #4387305.
  • Cleaning: explore janitorial and cleaning supplies in the broader catalog.

These category pages are research resources, not proof of contract eligibility. Confirm the specific item's current contract coverage and your agency's permitted purchasing route. Do not assume cleaning supplies or other broadly listed products fall under either NYC contract.

Confirm the unit of issue before calculating quantities: an each, pack, or case can represent different amounts. Record the quantity needed, delivery location, receiving constraints, and required timeframe. Ask GoVets to clarify incomplete specifications or delivery information before proceeding.

Step 3: Build a cart or item list

Build a working cart or item list containing the manufacturer, part number, description, unit of issue, and quantity for every line. Save a copy for your quote request and internal review. Treat the list as preparation, not a purchase commitment.

Standardize items across sites where operational requirements permit. For example, consolidate requests for the same approved item while keeping each site's quantity and delivery instructions visible. Do not combine different specifications under a general description merely to shorten the list.

Note substitutes only if acceptable to the staff responsible for the requirement. Identify the specifications an alternative must meet and who needs to review it. Keep proposed alternatives separate from confirmed selections.

Step 4: Request a quote before preparing the order

Follow the Request a Quote process, including the Quote Cart option, or email NewYork@GoVets.com. Provide part numbers, quantities, delivery location, and required timeframe, together with specifications and any acceptable substitutes.

Ask GoVets to help turn your shopping-cart contents or item list into a formal quote. Include your agency name and contact information so the quote can support your internal purchasing review. Check the returned document against the original requirement before forwarding it.

The sequence is cart or item list → quote → agency review and approvals → order through the approved route. Shopping-cart conversion does not bypass that sequence. A quote becomes an order only through your agency's authorized purchasing process, including PASSPort wherever required.

Step 5: Prepare the package for fiscal and procurement review

Give your fiscal or procurement team a complete package that the designated PASSPort user can use to complete the required process. Before handing it off, check that it includes:

  • Manufacturer names, part numbers, descriptions, and required specifications.
  • Quantities and units of issue that match the quote.
  • The GoVets quote and any clarifications or approved alternatives.
  • Delivery addresses, receiving contacts, site restrictions, and requested timeframe.
  • A brief justification explaining the operational need.
  • Applicable agency budget or project references and contract-eligibility documentation requested by procurement.

Identify unresolved questions rather than presenting assumptions as confirmed facts. Your procurement office determines the required approvals, supporting documentation, and final ordering route.

What NOT to do

  • Do not use personal cards or email for agency purchases. Keep preparation and purchasing within agency-approved accounts and methods.
  • Do not split orders to evade thresholds. Follow agency rules for evaluating and approving the full requirement.
  • Do not assume an item is on contract. Verify each item's eligibility before describing it as a contract purchase.

GoVets' NYC contract page describes its New York capabilities. GoVets also holds GSA Schedule GS-35F-301GA; that separate vehicle does not establish NYC item eligibility. Confirm current scope and agency authorization before using any contract vehicle.

How direct preparation differs from PASSPort PunchOut

Direct GoVets access supports research and quote preparation. PASSPort PunchOut starts within PASSPort, opens the applicable GoVets contract catalog, and returns a cart to PASSPort for the agency's requisition and approval process. Returning a cart does not itself place an order.

When access is available, use the PASSPort PunchOut guide to coordinate the handoff with your authorized buyer.
